after being shut down last night following a fatal shooting in that area. tara moriarty is there to tell us what the police are saying happened out there and also in another shooting that happened earlier in broad daylight. >> reporter: that is right. we're at the 12th street bart station which is now back open after a teenager was shot and killed here. it happened around 10:30 last night at the corner of 13th and broadway. officers shut down the station to look for suspects then it did reopen an hour later. police have not really released much information about the circumstances of the shooting. about seven hours earlier another deadly shooting. candles now line the street where a brazen shooting happened yesterday in broad daylight. police say a woman was shot while driving her car near 24th around 3:00 in the afternoon. first responders tried to save her but she died after being transported to the hospital. her sister and friend who were with her in the car say a man walked up to the driver's open

window and demanded something. when she tried to drive away the man shot her in the stomach. >> we already understand we are on a powder case. everyone has access to a weapon and this is happening all over oakland not only in this area here, but all over oakland. so the question again comes to when we will see change. >> reporter: now this is the second fatal shooting of a driver in daylight hours in exactly three weeks in oakland. police say the driver of a black honda was the victim of a robbery attempt around noon on april 2nd. police have arrested six teens for that crime. police have not released the victim's name in this case. there is a $10,000 reward being offered. coming up we will head out to the area and try to see what neighbors are saying about that shooting. live from oakland i'm tara moriarty ktvu channel 2 news. one person is in critical condition after being shot last night in san francisco

excelsior district. police rushed to the scene of brazil avenue about 9:00 last night. we don't know how many times the man was shot but he was taken to san francisco general hospital with life threatening injuries. there is no word about any suspects. deputies are hoping to find two robbery suspects by releasing a surveillance video. take a look. the first suspect is the man in the gray hooded sweatshirt. the second is the man outside the entrance in an orange shirt. now there is the man in the orange shirt. he is accused of trying to rob someone at gunpoint in the parking lot. the victim was able to run away. is a man is recooperating after being hit by a vta train in san jose. fire views were called to north first street. they found a man in his late 50s trapped underneath the

southbound train. the man was badly hurt but according. crews were able to rescue him without lifting the train. investigators will be looking at surveillance video to see what happened. in just a few hours we will learn more about the bad bolts on the new bay bridge. claudine wong joins us now from treasure island. she has been following this story and there is a meeting set for this morning. >> reporter: that is right. that meeting starts in just a few hours. we come here to treasure island because it gives you a good look at the work and the area. there is the new span. and this morning the question still remains, how are they going to fix this problem? and is this bridge going to open on time? now let's talk about the problem. here's the problem with the bolts. 288 they are looking at. we do know it happened in early march when dozens broke. the bolts are huge as you can see is from the video and what

they do is secure a certain point of the bridge that leads to stability. they have had meetings about this several of them already. and the updates have basically said look, we think the problem is hydrogen. it's making them brittle. they could break. none of the other ones have broken but we still want to take a much closer look at what is is happening there. and because that is a little bit of a complicated fix, that could take time and could delay the opening of the bay bridge which is set for labor day.y. at this point what we are doing is waiting to see what the their analysis says. a report by a retired vectal engineer says some of the bolts could break and there could be bigger problems and they have set up a meeting with the folks at the mtc. this meeting is set at 9:30 this morning. again those very big questions remain how are they phone to fix -- how are they going to

fix this problem? and how long will it take? we know that is a complicated situation. they have thrown out the idea the span could open before the bolts are fixed. live on treasure island claudine wong ktvu channel 2 news. time now 5:05 now we are learning new information about the suspected master mind of the boston marathon bombings. today's boston hearld reports that tamerlan tsarnaev was living on state welfare benefits at the same time he was embracing rad can political views. this new revelation raises questions about whether the suspect may have used taxpayer money to finance the boston marathon bombing plot. in the meantime the surviving bombing suspect

reportedly told investigators that he and his brother planned the marathon attack just one week before the race. now that statement supports a theory that the attack was planned in a hurry. the older brother was listed on the u.s. government's highly classified central data base of people it views as possible terrorists. however, fbi sources say the list is so long this did not mean authorities were keeping close tabs on them. the tsarnaev brothers have two sisters living in western new jersey and they released a statement that reads in part quote it saddens us to see so many innocent people hurt after such a callus act. we don't have any answers but we look forward to a thorough investigation and hope to learn more. in the meantime there is yet another sign things are slowly getting back to normal until boston. look at it here. the street where the bombs exploded last week it's back open for business. we will bring you a live report from boston coming up at 5:15. a group of teachers in east oakland plan to hold a protest

at their school this morning. they are upset over what they call a lack of campus safety at alliance academy middle school. teachers say there have been recent incidents of students threatening other students, vandalism, and other problems and they say many of the classroom phone broken making it tough to report problems. time now just about 5:08. sal is back. you are watching everything but the east shore. you are keeping an eye on that? >> yeah it's one of the earliest commutes. right now westbound 80 the traffic is moving along pretty well from vallejo to berkeley. there is not a lot going on. a lot of the road work has been picked up. also this morning we are looking at the toll plaza. of course we always keep a special eye on that. and if you are driving in san jose northbound 280 traffic looks good getting up to highway 17. let's go to steve. sal, thank you. a very good morning.

it will be cooler today. the full moon will be tomorrow. about noonish. i believe. it's pretty big in the sky this morning. under mostly clear skies unless you are by the coast you are thinking what are you talking about? it's gray skies. it was way down here. now it has lifted a little bit. they are sold out if you are heading down to l.a., san diego. it's like a blanket of fog for them. we have some fog here. much more than yesterday. so san francisco temp went down. 73 yesterday. 62 today. giants baseball always get the sun. it will be on the cooler side. fog, sun, breezy. 58 degrees at game time. maybe low 60s later. 40s on the temps instead of the 60s. that north wind yesterday once it turns southerly and it did that temperature really plunges. that's what we have today more of a westerly breeze or a southerly breeze and low clouds. westerly breeze in place. if there is any component of an offshore breeze it's really

slight. still some 80s inland but generally 70s with that fog bank in place. 38 in tahoe. 46 ukiah. 60s down to southern california. high pressure kind of backs off a little bit for about two days. and then comes back. it will be back reloading. a westerly breeze in place. some low 80s. but novato 72. kentfield 72. way, way down from the 90s a couple days ago. brentwood and antioch went very low 80s. 75 morgan hill. santa cruz really much cooler. redwood city, palo alto. cooler still on thursday. and we start to rebound on friday. it looks pretty good. a little warmer. 5:10 is the time right now.

we are tracking developing news out of bangladesh this morning. dozens of people have been killed after a garment factory building collapsed. hundreds of people are injured. the collapse in a suburb of bangladesh's capitol comes five months after a fire at another bangladesh factory. that killed 112 organizer. employees who survived the recent collapse say a crack in the building was detected yesterday but they were still told to report to work. the fight over faa cut backs is heating up in washington. as ktvu kyla campbell reports from our washington, d.c. newsroom lawmakers are pointing fingers. kyla. >> reporter: pam, some california airports especially lax has seen numerous delays this week but some republican senators say the faa furloughs and resulting flight delays are a manufactured crisis. the faa reported more than 1600 flight delays sunday and monday due specifically to staffing

reductions. i just heard back from my faa contact to get the latest numbers of delays for tuesday and she expects those by 8:00 a.m. pacific. some o on the airline cannot -- weather and other factors play a role. lawmakers accuse the faa of not telling them the whole story last week. >> there were many options that the faa itself and the department of transportation as a whole has to avoid this impact. >> other republicans say the white house wanted these faa cuts to impact people nation- wide. i'll explain why when i see you next. live in washington, kyla campbell ktvu channel 2 news. at a dedication of the

george w. bush presidential center in dallas, texas. along with president obama former presidents george h.w. bush, bill clinton, and jimmie carter are all expected at the event. the george w. bush presidential center at southern methodist university will exam all the pivotal moments of bush's presidency. the federal government now suing lance armstrong for millions of dollars the post office spent sponsoring his tour de france teams. they filed that lawsuit under the false claims acts. they are seeking to recover the $40 million the postal service spent as the title sponsor of armstrong's teams and six of his seven tour de france victories. armstrong used performance enhancing drugs violated the sponsorship contract. now 5:16. i want to check back in with sal for a look at the commute.

how has it been going? >> it's going good. the traffic looks good around the bay. they will start off with interstate 880 in oakland and looking at it here near the coliseum it's a very nice drive with no major problems getting up to the coliseum. if you are driving on westbound 92 the san mateo bridge that traffic also looks good heading out to the high-rise. and if you are driving this morning on the commute to the dumbarton bridge it has been nice looking at the south bay we've had a couple spots where we've had road work. we are off to a decent morning commute on this wednesday. 5:17 let's go to steve. all righty sal, thank you. cooler pattern today. not much of a westerly breeze but there is cooler air coming in. a lot more fog. by the coast they take a pretty good drop there. 50s to 60s. 50s and 70s around the bay. still upper 70s or very, very low 80s. big drop in the lows this

morning. low moving into southern california hoping to enhance that fog bank. 50s and 60s. a lot more 70s and a couple lower 80s. overall look for a bigger increase in that fog. there is a westerly breeze in place but really it's not that strong. kind of fog hugging the coast there for most of the day. cooler into thursday. turn things around a little bit on friday. weekend looking good. a little warmer. >> thank you, steve. most of the markets in europe are up this morning. that mirrored the close on the asian markets. solid earnings reports the u.s. helped boost confidence around the globe and japan's nikkei up more than 2%. and australia, taiwan, scene hong kong closing up more than 1% each. checking in on our numbers this morning here in the u.s., just want to get the latest read. pretty good day after we talked about that bit of a glitch after a false report there but finishing the day up.

right now the futures do indicate a higher opening this morning. ceo tim cook wants investors to think different about apple. his message after apple announced quarterly earnings pretty robust. he says it's a mature tech company not a fast growing start-up. he had mixed news for wall street. new products won't be out until fall at the earliest. we'll see what happens this morning. but right now we want to pull up apple. it looks like it will open down. time now is 5:19. hackers target a major news organization and causes panic on wall street. also we will continue our coverage of the marathon bombing case with a live report from boston. another sign this morning that the city is slowly getting back

arrested in nicaragua over the weekend. he fled the area in 2008 after they discovered images of child pornography on a media card inside his classroom. he appeared briefly in court yesterday and was ordered held without bond. now we continue our coverage of the boston marathon bombings. this morning new signs the boston area is slowly getting back to normal after last week's terrorist say tack. our reporter it'd it'd -- tori is joining us live with all the details. >> reporter: this morning we are here outside the hospital where the suspect remains in fair condition and i can tell you we've heard some of the family members who also have loved ones recovering in the hospital have expressed concerns about uncomfortableness that he is also here. here in boston the healing

process continues as boylston street reopens. brick by brick, crews are repairing the sidewalk where countless lives were changed on marathon monday. but no amount of repair can erase the memories of what happened along boylston street. with mixed emotions, residents are returning home. >> it's been a week. so we are just really happy to be here. >> reporter: and businesses are getting back to work. >> it's pretty weird being back here. >> reporter: boston is getting back to a new sense of normal with a sharp focus on feting answers. bombing suspect dzhokhar tsarnaev is said to be communicating with investigators in a limited fashion. the 19-year-old is recovering from his injuries including a gun shot wound to the the neck. according to a u.s. government official, the teen says he and his now dead older brother were self-radicalized and motived in part by the wars in iraq and afghanistan. washington is is getting updates on the investigation. >> i have never in my lifetime

seen an effort as positive as this one is in terms of the cooperation and communication. >> reporter: today the mit campus is pausing to remember fallen officer shawn collier who was allegedly shot by the tsarnaev brothers as he sat in his patrol car last thursday night. many of the brothers alleged victims remain hospitalized. there has been an outpouring of public support to help those touched by the tragedy. >> i'm proud to announce that the fund for boston has raised $20 million. >> reporter: so dave, that slogan and mentality of boston strong continues this morning as boylston street reopens. in fact, people are already dropping off flowers at this site of the marathon bombing. >> reporter tory dunnan live from boston, thank you. and a story we just told you a

couple hours from now mit will hold a memorial for shawn collier. vice president joe biden is among the special guests scheduled to be at collier's memorial service. that memorial follows yesterday's funeral for the campus police officer and honor guard stood in a light drizzle paying attribute to the fallen officer. he was only 27 years old. nike is removing t-shirts from its stores that seemed inappropriate after the boston marathon bombings. those shirts have the words boston massacre printed on them with what looks like splattered of blood. that is how they referred to the four-game sweeps of the -- nick key says and i'm quoting in light of the tragedy in boston we took immediate action to remove this product from distribution. the fbi is investigating a hacking incident that caused panic on wall street.

a fake tweet from the associated press was posted yesterday saying quote, breaking. two explosions at the white house and barack obama is injured. the hoax caused the dow jones to drop more than 140 points before recovering. some say that the the incident shows social media is not always a reliable source of information. >> you know in today's world instant communication you have to take a step back sometimes. evaluate the credibility of the information before you react to it. >> the associated press says hackers used a fishing e-mail to gain access to the account. now tmz reports another hacker group is claiming responsibility for yesterday's fake white house bomb threats. that group calls itself exposed. exposed has also taken credit for other celebrity prank calls in los angeles. the city of los angeles will pay $4 million for two

women shot during the man hunt for christopher dorner. they were delivering newspapers in torrent when officers shot repeatedly at their truck after mistaking them for dorner. one of the women was shot twice in the back. the other was hit by broken glass. former lapd officer christopher dorner died in a police standoff. time now 5:27. let's get everybody moving. sal, what is happening on the roads? >> we are doing the south bay dave and pam. looking at 280 northbound it does look good for your trip into the valley. there haven't been any major problems. as a matter of fact, it looks pretty good getting up to highway 17. the morning commute southbound on 680 that is off to agued start. let's go to steve. a lot more low clouds. they are starting to work their way into the north bay. that will be a significant pattern. there is actually a little low forming. that will help enhance some of that fog. it will be a cooler day. 50s and 60s. mainly 70s inland.

[ laughter ] >> pressure son now. it will be cooler today. temperatures on the weekend will come up a little bit but not a lot. pretty good fog bank out there. that will drop temps today. so 50s and 60s, mainly 70s inland. we are looking at highway 4 here in this picture. you can tell it's getting a little bit crowded but it's already slow in antioch. this morning's commute will also be busier in san francisco but still at the speed limit. let's go back to the desk. topping our news right now at 5:32. an over night beach curfew will

be implemented. janine de la vega is there in santa cruz to talk about the problems that drove city leaders to take action last night. >> reporter: pam, right now it's dark so it's difficult to see all of the beach. but you know they want to stop what is happening underneath the cliffs in the distance. they say what is happening is becoming a public nuisance. now according to the santa cruz centennial the city council unlessly approved putting in a curfew at california -- at cowell beach. he discarded the needles, human waste, and trash collected in the sands and hidden in the caves. the video spurred residents to call on the city counselor to take action. cowell beach is one of the most popular in the city. the new curfew will make the dry sand off limits to the public from midnight to an hour before sunrise.

the ocean and wet sand portion of the beach will remain over to the public 24 hours a day. as the morning news goes on we plan on talking to local people who use the beach as well as the nearby businesses to get reaction on this latest resolution by the city council. reporting live from santa cruz janine de la vega ktvu channel 2 morning news. late last night the vallejo city council approved an emergency 45 day moratorium on new medical marijuana dispensaries. the moratorium gives the city time to come up with regulations for the dispensaries. right now there are not any. they can operate at any time of day and in any kind of space. >> should they be located close to residential areas? should they be close to recreational facilities? city facilities? all of these questions need to be answered. >> most in the community, most of the operators want a moratorium. they don't want new coming in.

>> some operators say they fear the moratorium is just a prelude to an all out ban on the dispensaries. time now 5:34. crime hits close to home for governor jerry brown. jamal johnson was arrested for investigation of prowling outside the governors apartment building in sacramento on sunday. governor brown spoke out about it yesterday. >> just a few days ago the gentleman was found on my balcony trying to break in. i live on top of pf chang on the fourth floor. luckily i wasn't home. >> he says three men tried to break into his home in oakland last year. time is 5:35. here is something different. burger kick now onerring to deliver your order right to your doorstep. and there is a $2 delivery charge and you have to place a minimum $10 order. however, some health experts say this new service can make

the obesity problem even worse. >> so this really exes a per baits the obesity epidemic. making it flip on its head what we want to do which is make healthier foods more easily accessible and more affordable. >> burger king is offering home delivery at five bay area locations. the fast food chain also wants to hire delivery drivers. on our ktvu channel 2 facebook page, we've been getting a lot of feed back about burger kings plans. join the conversation we want you to and while you are there, like ktvu channel 2. in a few hours cal tran will update its attempt to fix the bolts on the bay bridge. claudine wong is there. >> reporter: i just got off the phone with the mtc spokesperson and asked them what we will hear about the meeting. i do have answers for you.

first i want to give you a look at the bay bridge span we are talking about. it's right behind me this morning. this is our view from treasure island. and you can see sitting right in front of the current span we are already using. of course a lot of questions still remain really on how this is all going to shake out. and so the mtc spokesperson was able to tell me he expects three things to happen. first we will get an update on the bolts. on what their plans are. again this is a pretty big problem. you got two sets of bolts. one from 2008, one from 2010. there is 92 bolts or 96 bolts from 2008. a third of those did snap. they are trying to figure out what happened with those and try to find a solution. so let me break this down again. first solution they will try to talk about what caused this. because they are calling hydrogen imbid lment. that means hydrogen got in the steel and that is how they broke. second thing they will talk about the 96 bolts in this 2008

shipment how they will fix those. and then you have even more bolts in a 2010 shipment and they want to know do they have to address those as well? all these solutions though there will be several of them today. it doesn't look like this will be a meeting where they say here's the problem and here's how we are going to fix them. instead it's a meeting where they will say here are possible solutions and here's the testing and further evaluation we need to do to decide which one is the best. so it will be a status meeting but not necessarily a solution meeting in terms of conclusion. we will get back on the phone with these spokespersons. and then we will talk to folks about how they feel about that. and then we will check back in with you. live on treasure island claudine wong. time now 5:38. claudine is all over that. sal is all over your commute. what is happening in the south bay? >> we are looking at it and it looks pretty good. we are looking at 280 right

from downtown. this is the area where we have slowing but it's not there yet which is good if you are driving on 280 and 101. if you want to get ahead of the crowd right now is a good time to do that. even this one is having a pretty good wednesday. there is already a little bit of slowing on the altamont pass which is normal coming west of 205. dublin traffic from dublin to castro valley you are off to a good start and driving to hayward is fine on 880 and 238. let's go to the bay bridge toll plaza we're having a little bit of a backup in some of the lanes but the metering lights don't go on until 6:15. let's go to steve. >> thank you, sal. fog is back. in all its glory. making a little bit of a push. there is not much accompanying west winds kicking up a little bit. it will be cooler today as that fog continues. usually it's six to eight we

see the biggest increase. yesterday it went south to north. today it flipped a little bit. san francisco 73 yesterday replaced by 62 today. so it will be cooler today. also at & t park sun comes out but it will be on the cooler side. upper 50s. you are okay in the lower bulb. 40s instead of 60s. yesterday was that north wind. it was warm mid 60s. then it turned west or south and then temperature plunged off the table. 46 concord. so a lot cooler there as well. low clouds and fog and a little low in southern california. if you have any kinds of business or plans for southern california, they are socked in with a lot of fog. we have a bigger fog bank today. cool by the coast. but fog, sun around the bay. mild to warm inland. there is still a couple low 80s. out of those upper 80s and lower 90s. especially around napa. a lot of 70s. upper 70s. 50s and 60s on the coast. fog, sun, cooler.

collapsed. that collapse comes five months after a fire at another factory killed 112 workers. oakland city leaders may pass a new resolution in hopes of decreasing gun violence. the city council's public safety committee met last night. they discussed the idea of the police department sending letters to new handgun owners. the letters would explain the legal responsibilities of owning a firearm. >> we need to do whatever we can to address the gun violence in this community. it is unbelievable. people are afriday. >> some responsibilities include reporting the sale of a gun and notifying police if your gun is lost or stolen. council woman brooks says failing to follow the rules could result in prosecution. we just checked and the results have not been posted. meanwhile the city council in richmond is doing their part to decrease gun violence. they met last night to develop a plan to support gun control

the three teenage suspects in the audrey pott case are on house arrest after being released from juvenile hall. they are accused of sexually assaulting the teenager at a labor day party writing humiliating messages on her body, and sharing a photo with her classmates. on saturday the suspects level juvenile hall. they are being hon toured -- being monitored electronically. a bay area youth baseball coach has entered a not guilty plea to child molestation charges. 52-year-old joel kaufman was charged yesterday with the additional felonies after a man told police kaufman victimized him. kaufman already faced several charges. he molested one boy and secretly filmed another. he owns batting capables in san

leandro. he was ordered to electronic house arrest. he is due back in court next month. nevada's governor has responded to claims that his state dumped psychiatric patients here in california and other states. he acknowledges one patient was improperly discharged and two hospital employees were disciplined. sacramento b reports the state gave bus tickets to 1500 patients over five years. some of those patients may have ended up here in san francisco. the warriors have evened up the series with the denver nuggets at one game a piece. it was a high scoring game 131- 117. golden state won without david lee who is is out with an injury. the
